of afghanistan today ordered all u.s. special operations forces to leave an embattled area of that country within two weeks because of torture and other allegations against afghans working with the americans. the area is wardak province, not far from kabul. for more on this, we turn to nbc pentagon correspondent, jim miklaszewski. jim, what is this all about? >> lester, this order today shocked u.s. defense and military officials, taken totally by surprise. military officials strongly deny u.s. commandos condone or took part in any kidnappings, torture or murders of afghan civilians or suspects. now, in the past, president karzai has taken the u.s. military to task, in part, to show the afghan people that he's in charge. but wardak province is a taliban stronghold, one of the hottest combat areas in afghanistan. so if karzai's playing politics here, it's an extremely dangerous game, lester. >> could this derail the planned 2014 withdrawal of the majority of troops, the schedule the administration is currently sticking with? >> well, people are already wondering that. president obama has already a

'll be hearing from ellen. it is a network of 25 cities, 12 in the u.s., 13 in europe, and oakland is one of those cities, but i, of course, wearing my regional hat, have looked to expand what i have been learning through the network and the opportunities that present themselves to the network and to expand that. and where better to bring a cycling delegation than to the city of san francisco, a city very much on the verge of, i think, turning the tide in favor of cycling where there are 40-some-odd, 43-plus projects waiting in the wings for the environmental lawsuits to come to a close. so it is very exciting to have the opportunity for the delegation to come here, and i think the timely honkly, could not be -- honestly, could not be better. they have spent just over a day in the city of oakland doing a bit of a bike tour, meeting with elected officials there and a community open house last night where we had 80 folks turn out to listen to their talk. the other thing, obviously the public support and the public interest in this issue is alive and well and i think it's wonderful to see. i

's election, it really made the u.s. convinced it was the possibility for black people, specifically. when i saw the idea that this guy could rise from a mixed race background and get elected president in a country where his people, people who look like him, are not the majority, it says something good about america. that was the whole point of the book i was trying to get, that some people actually missed, that this was a real place of promise and opportunity for black people. people in africa are looking at the u.s. in a different way. i think the election of obama was a fantastic thing, not just for africa, but it is all over the world. i am amazed when i go to indonesia and i am checking in at the airport and the immigration officer looks at my passport and looks at me and says, obama, number one. taxi drivers in beijing will look over and say, i like obama. he has really changed the perception of african americans, of black people around the world, for some. >> what is your reaction after living all over the world, to the statement a lot of people make who call this network, that americ

. the u.s. coast guard is searching for two adults and two children that are missing off the coast of the san mateo county. tara. >> reporter: with each passing minute, the chances of the coast guard finding these people alive obviously diminishes. the temperature of the water where they believe they are is in the low 50s. if we take a look at the map we can zero in on where they were last seen. it was 50 miles southwest of santa cruz. a fleet of boats, helicopters and air national guard are scouring the water including two children under the age of eight. they called in arting their boat was taking on water. they did not have any life rafts or survival suits on board. within an hour they abandoned their boat and trying to make a raft from a cooler and life preserver ring. that was the last time officials heard from them. their craft ran into strong winds and rough seas and warnings had been out all weekend. we don't know the identity of those in the lost parties where they started their trip or where they were headed but we will keep you updated on search efforts. live from coast
